Specific contents are as follows:The first part of this paper briefly introduces the background and significance of this paper, the ideas and methods in study and the home and abroad's research reviewed about network public opinion and local government's governance.The second part of the paper begins at the network public opinion; it introduces the connotation, characteristics, function and the development of our country at present situation about network public opinion.In the third part, it introduces the local government governance theory as the main frame and successively expounds the concept of local governments, governance and local government governance. After referred to a large number of literatures, it summarizes three theoretical compositions about the governance theory:network governance theory, incentive theory and postmodern administrative theory, it points out phenomena's of local governance at the present.The fourth part of the paper which mainly in-depth studies the network public opinion impact on the local governance, and summarizes the "three stage" model about the influence, front of the things:the brewing process of network public opinion, which focuses on the existence of network space for public opinion and the audience's psychological analysis; things in:the communication process of network public opinion, which discusses the formation of network public opinion and communication pattern in network space; afterwards:the impact process of the network public opinion, which elaborates from both positive and negative aspects.For the fourth, the fifth part makes the theoretical level to actual operational level.
