Its effectiveness represent both it satisfy general standard of democracy and its remarkable achievements made in democratic performance such as social economic development, political stability, political identity. Its limitation is lack of effective party alternation and breeding group politics, hereditary politics, timocracy can threat the foundation of democracy. 2009, Japanese Democratic Party become the absolute majority party in the parliamentary election, this result make postwar Japan bring about first real meaning of party alternation. This not only means Japanese party institution begins towards two-party system, but also means Japanese political development towards to new direction and aim. The process of Japanese political development inspired us, for the exophytic modernization countries, the core issue of their political development is political value reconfiguration and political institutional transformation, the implementation of the key elements are the political elite and the market economy system. At the same time, in the value of democracy can have different models of democracy and democratic practice, the standard of judgment is democracy quality and democracy performance.
