Animation industry is based on the creation of content, and the core is creativity and originality. Presented by cartoon and animation, it includes comic books, newspapers, films, television programs, audio and video products, stage drama and new animation products based on modern information technology in relation to their development, production, publication, distribution and etc., It is also an industry which concerns the production and trade of derivative product of animation images, such as animation dresses, toys and computer games, etc..Animation industry has become a pillar industry in many developed countries. However, China's animation industry is just at the beginning. After entering the new century, China's animation industry speeds up with a series of policies. Supporting system of industry policy, especially talent policies play an important role in the development of animation industry in Shanghai with it aiming to develop modern service industry and transformation.Taking the methods of literature review and statistics, this paper first discusses the animation industry and the talent needed for the animation industry. Then using the theory of industrial organization, it analyses the structure, conduct and performance of animation industry influenced by the talent. In terms of advancing the performance of Shanghai's animation industry, the talent policies should by adjusted.Based on the research above, this paper uses method of comparative analysis in analyzing disadvantages of the industry talent policies, and raises some suggestions of talent nurturing, attracting, motivating and developing, including attracting and developing original creation and management talent, strengthening the talent promoting policy, thereby ensures the development of animation industry of Shanghai.
