| With the deepening of reform and opening-up,China has made remarkable achievements in economic development,the quality of people’s lives has been constantly improved,and China’s overall national strength and international influence have been constantly enhanced.With the transformation of China’s economy from rapid development to high-quality development,the animation industry has become one of the pillar industries for the development of the new economy,due to its high added value and cultural attributes.Both the central and local governments have high hopes for the development of the animation industry,hoping that by promoting the development of the animation industry,it will facilitate the transformation and upgrading of economic structure,promote the promotion of cultural soft power,and enhance the international competitiveness of the country and the city.How to promote the upgrading of industrial structure and realize the sustainable development of the animation industry with effective industrial policy has become one of the most important issues in policy research.As a pioneer in the development of the animation industry,Chengdu has made some achievements in the implementation of its animation industry policy.But it has not solved such problems as weak internal organizational structure,incomplete industrial chain,unfair competition,and unclear division of labor in the animation industry.Starting from the policy text of Chengdu’s animation industry,this paper discusses the existing problems of Chengdu’s animation industry policy and tries to analyze the reasons by combining the theoretical tools such as the theory of policy process,the externality theory,and the government regulation theory.Then,on the basis of drawing lessons from Japan’s animation industry policies experience,the author put forward some suggestions for improvement.This paper holds that Chengdu’s animation industry policy should define its industrial orientation,pay more attention to the effective market competition,strengthen the cultivation of industrial talents,attach importance to the cultivation of downstream market,enhance the level of industrial governance,and strengthen the cooperation between all management departments so that Chengdu animation industry policy can give full play to its competitive advantages,to improve the industrial structure,rapidly expand the scale,and make Chengdu animation industry play a significant positive role in economic and cultural fields.This paper is divided into seven parts.The first part is the introduction,which expounds the research background and significance,comments on the research status at home and abroad,and explains the reasons for the topic selection,research ideas,and methods.In the second part,the definition and theoretical basis of the animation industry,the animation industry policy,and related theoretical concepts are elaborated.The third part introduces the policies and effects of Chengdu’s animation industry.The fourth part summarizes the problems existing in the animation industry policy of Chengdu and analyzes the reasons for the problems.The fifth part analyzes Japan’s animation industry policies,and gets enlightenment by comparing with Chengdu’s animation industry policy.The sixth part combines with the actual situation,puts forward countermeasures and improvement suggestions for the existing problems of Chengdu’s animation industry policy.The seventh part is the conclusion. |
