In The 1930s Qingdao Rural Reconstruction Movement

In the 1930s,under the influence of the Rural Construction Movement in China,a special Rural Construction Movement was also carried out in Qingdao.The Rural Construction Movement of Qingdao formed its own individual model,and the most peculiarity was the dominant characteristic of government,which made the Rural Construction Movement of Qingdao become government's action,not folk action; become a top-down action of reform,not a down-top action of rural self-help;be organized,set up and carried out by the government,not by the scholar.The peculiarity also made the Qingdao's rural construction be more efficient and faster than other regions',but lack a spirit of self-stimulation and not form a down-top rural construction movement.As starting point for the rural construction,Qingdao rural education-construction was aimed to extend rural education,import modern civilization and revive rural society;meanwhile,it stressed educational policy that was a fusion of knowledge education and moral teaching.It put the children's education as the focus of its work,pursued the adult education,and linked them together.Those all policy promoted rural literacy on a widespread scale,trained qualified personnel for rural construction,and stored knowledge labour force for downtown.With the vigorous push of the Qingdao government,under the organization of the rural construction offices,the countryside also launched a construction movement in agriculture,forestry,medical and health side, environmental protection,and so on.They had made marked successes and were an example to other provinces and cities.The development model of the Rural Construction Movement of Qingdao not only provided opportunity for the development of Qingdao in the 1930's,but also was of some significance for the rural construction,urbanization and modernization in toady.
