The paper tries to analyze the skill and the artistic creation of painting to prove that the rule of reaching art value via painting technique is still very important and instructive to modern painting practices, starting with the irrational phenomena in painting learning and practicing.Modern painting practice is changing and developing with the change of time. However, with the change in living environment, way of living and thinking, some confused and irrational ways and behavior are growing and expanding in art learning and practicing. For instance, intentionally pursue the kind of weird and obscure vision impact to try a short-cut in art practice while obviating the hard-working training process of painting by ignoring the role of painting skills. This kind of fallacious practice has its cause, i.e. the so-called Art-Study-Fever spread in these years. The blind expansion of higher learning institutes in recruiting new entrants and the patternization in the entrance examination of art institutes mislead some people that it's comparatively easy to learn painting skills. Therefore, many new entrants, without hard training, real talents and solid basic skills, are recruited to the higher learning institutes merely passing the entrance exam based on last-minute preparation. Weak basic skill prevent those students from improving their painting technique after entering higher learning institutes while they begin painting production under such kind of immature circumstances. In another instance, some paintings are only good at skills but with empty content and meaning, which are merely technical patching-and-piling-up, blindly repeating others'experiences, methods and effects and hardly to see the authors'true intention and inner feelings. This kind of practices also has a long history. For example, overemphasizing skill training exists in art teaching of some higher learning institutes, technicalizing art expression and making skill the only standard for art production without paying attention to artistic ideal and individual taste in a painting which leads to ignoring students'personality and creativity and obliterating of creators'talents and capability. Same situation also exists in the art sector, esp. influenced by today's commercial and material atmosphere. Some people pay much attention to money, fame and profits but little attention to painting, whose attitudes towards art practice are extremely materializing and hypocriticalizing, putting no personal true feelings and tastes in their paintings. Opinions vary to the existing problems in modern art learning and practicing. Based on modern art practicing status quo, the Author intends to summarize these problems in the painting sector by analyzing the meaning of skills and art values of painting and their interrelations, to improve those irrational behaviors in modern art learning and practicing.First of all, skills are very important in painting, which is the basis and precondition for painting, and the basic guarantee for painters to realize their art idea and taste. While painting skills are not normal skills but formed by continued practices with solid basic skills and artistic taste aiming at art appreciation. Secondly, the ultimate goal of painting skill is to realize one's artistic ideality. Real artistic works not only are based on fine artistic skills but also demonstrate deep meaning of life of human being, rich feelings and high humanism values, that could touch, nurture, nourish and enrich people, express one's feelings, moods, and thinking to improve people's life and happiness, which puts up higher requirements and goals for painters. To reach such level, artistic value needs to be realized in painting practicing. Artistic value in paintings is the soul of the painting and prominently show the importance of painters, which is the major motivation and energy supporting painters'production and the focalized embodiment of painters'life ideal, aim and values, inspiring people's love for life, pursue for peace and the creation of an ideal spiritual homeland by their own hands. The appreciation and embodiment of artistic value of paintings directly influence the theme, ideology and concept of the creation, and is the focus demonstration of truth, benevolence and beauty of painting art. It is also the important factor to step up in artistic creation and the important condition for art works to throw off the Artisan Taste to reach a far profound artistic level.
