The negative questions exist both in English and Chinese. They have the same or familiar structure, whereas, the structures of the answers are inconsistent in the two languages. It leads to the errors when the foreign students from the lands whose native language is English. In this paper, we use the theory of discourse analysis and pragmatics to study the answers of the"yes-no"questions. We expect to figure out why the inconsistence of the answers appears in the structure of the both language. Meanwhile, we can explain and resolve the errors which be found in the assignments of students who native language is English. This paper is organized as follows.Chapter one is prelude, we limit the category of the negative questions and their answers, it includes why we choose the topic, the theoretical meaning of the study, the value, the problems that we will study, the material we choose and the method of study.Chapter two is a general analysis to the negative questions. It includes how to explain the relation between negative questions and their answers, the dynamic of question's intention, the reasons of"bias", how to identify it and the reference of the answers.In chapter three, we major in analyzing and studying the Chinese"yes-no"questions and their answers. We summarize the category of the negative questions, explaining the Chinese negative questions answers with the relevancy theory, the relevancy between the questions and answers, the reasons that the biased scenarios of it arise, how to identifying the bias or un-bias, the proceed that this language and the answer generalize, the relationship between the"yes(是)/no(不)"and the following part in the answers, the parts of the questions which the answers refer, finally, we point out the reasons that the answers of Chinese negative questions generalize. In chapter four, we major in analyzing and studying the English"yes-no"questions and their answers. We summarize the category of the negative questions, the chronic change of them, the difference of two kinds of negative questions in English, the ambiguity of the preposed negation, the parts of the questions which the answers refer, finally, we point out the reasons that the answers of English negative questions generalize.In chapter five, we compare the answers of the negation in both languages, we generalize that the inconsistence between"是/不"and their following parts is from structure, pragmatic and psychological cognition respectively.In chapter six, we analyze the errors which the students which native language is English. Firstly, we introduce the errors analysis and the questions related. Then we analyze the reasons: the transfer of mother tongue, the unsymmetical structures in both languages and the reasons from Chinese itself.
