He Zhou Annals provide us first-handed materials in the monographic study of He Zhou county. Seven annals had been compiled in history, among which the one compiled by Wu Zhen in Ming dynasty and that compiled by Wang Quan chen in Qing dynasty are the most important. The annals recorded such things as political evolution, geographical communication, religion, culture, exotic scenery and other historic items related to Tibetan affairs in He Zhou in Ming dynasty, which embodied governing measures taken by Ming administration in Tibetan-inhabited area from more than one perspective. Research on nationality policy in He Zhou in Ming dynasty can provide us a train of thought on the current stabilization and development of northwestern places where ethnic groups inhabit. By doing the research, we can get a deeper understanding of the nationality pattern and religion situation in Lin Xia city.This paper contains five chapters. The first chapter will be a basic analysis of editions and circulation of He Zhou Annals. Due to the fact that this paper mainly refer to the two annals compiled by Wu Zhen and Wang Quan chen, it is necessary to make a systematical carding of their editions and preservation. In the meanwhile a brief commentary on the other annals will also be made in this chapter. In the second part, therewill be discussion on the administrative evolution and twenty four passes in He Zhou. The third chapter emphasizes on the issue of tea and horse trade. Through the research of this kind of trade, including its development, form and the destruction of its system, we will get to know the extent to which Ming administration controlled northwestern ethnic groups, as well as advantages and disadvantages the trade brought to local economy. The fourth chapter sets forth the Tibetan Buddhism temples in He Zhou in Ming period. In this section we elaborate from the spread of Tibetan Buddhism to its great prosperity in Ming and the afterwards decline, which reflect the change of people's religious belief there in accordance with the development and change of society. In the fifth chapter, which is the last part of this paper, biographies will be made for those influential men in He Zhou in Ming, so as to commemorate their contributions for the development of He Zhou.
