Competency is the potential behavioral characteristics which can distinguish job incumbents with high performance and ordinary performance. These characteristics can be factors of cognition, volition, emotion, or personality. The approaches of investigating competency include studies of differential psychology, education, industrial and organizational psychology. Many researchers have studied the competencies for incumbents of many jobs, but until now, to our knowledge, no studies have been conducted to explore the threshold competency and differentiating competency of human resource cadre, which are the basis of human resource management of these people.The purpose of this study is to explore the competencies of human resource cadres in Chinese institution of one Beijing district In this study, job analysis questionnaires and behavior event interviews, which are qualitative and quantitative methods respectively, were both employed to investigate the competencies. BEI was conducted following the administration of structured job analysis questionnaires, based on which coding frame was generated. Using the coding frame, transcripts of BEI were coded. Average scores of competencies coded were adopted as the indices of further statistical analyses. We performed difference testes of these average scores for the different groups, high and ordinary performance, of human resource cadres. After that, we interviewed human resource management experts and experts of human resource cadres to validate the findings about the threshold competency and differentiating competency of human resource cadres in District institutions of Beijing. The results were confirmed by these experts. The differentiating competencies include human resource management, coordination, self-control, diction expression, active listening and service orientation. The threshold competencies include active learning, reading comprehension, monitoring, social perceptiveness, time managing, persuasion, complex problem solving, honesty, attention to detail, cooperation, concern for others, stress tolerance, initiative, persistence, knowledge, obedience, individual communication, sureness, and dare to expostulation.
