It also had taken a important role in rectifying the finance , seting up the cooperative societies at all levels , developing local economy and education during the war,and supporting the war of Anti-Japan. However because of the lack of funds , qualified personnel, and the citizen's participation ,etc, the New County System had not achieved satisfied effect.The paper studied the local autonomy in Shaanxi (as the centre with " the New County System " ) as the research object this text, investigate it implements course and effects made , question and deficiency while implementing, analyse it fails to reach the very crux of the objectives, thus understand how the national government passes and pursues the local autonomy of the type " the New County System ", strengthen between central authorities and locality , national effective control on rural society , offer certain reference with locality, country, adjustment of social relationships for the present stage.
