In Qin-Han Dynasty, government had built the whole public-security system which consisted of such public-security mechanism in three level as Center capital, County and Xiang-Li. In this total system, Xiang-Li system was not only a public-security organization, but also a administration mechanism of basic level, which influenced commoners' lives closely. Government also depended it to control people in basic society. Besides Xiang-Li system, Gloriette, a special organization which was in charge of public security directly was established in the times, and it had great significance in effectively protecting local public security, which couldn't be neglected. So this article concentrates in discussing how this Xiang-Li and Gloriette, these two public-security systems played them role in basic level society.First, the article wants to explain how XiangLi, this kind of formal local administration mechanism, formed gradually, and Gloriette, this special public-security organization became perfect, standard and regular step by step .Then, the article tries to analyze the activities of Xiang-Li and Gloriette in safeguard the basic public order. In fact, Xiang-Li and Gloriette played their own role.What more important, this system had its defect which couldn't be resolved by itself. The government in Han Dynasties encouraged people to inhabit with all clan relatives, so the effect of great clan expanded gradually. The inflation of great clan's puissance simulated them to intervene public order in basic level. At last, it even took the place of Xiang-Li and Gloriette system.In a word, how did these organizations evolve and establish? What did particular relationship exist between them and public security activities? What were their characters, and what would happen to this basic public-security system after? They are just the questions this paper attempts to answer.
