| Based on the data and files I have selected at present, this paper makes a deep and systematical analysis of the adoption , adjustment,. practice and function of the special treatment policies toward militants in Sichuan during the Anti-Japanese War.At the beginning of the anti-Japanese war, the war situation expanded westward at a fast speed. With Kuomintang Government transferring its capital to Chongqing and the factories, schools and so on moving inland, Sichuan came to become center of politics and economy as well as the most important supply source of militants. Large numbers of casualties at the frontal war made special treatment to militants more significant during the whole military service. In order to solve the issue of larger demand than supply, promote the development of military service smoothly and encourage all levels of powers to engage in the war permanently, Kuomintang Government adopted timely policies and regulations of special treatment to militants so as to strengthen the instruction over its subordinate organs, which proved effective in practice.This paper is divided into four parts, together with 70000 words. That is , in the first part, it mainly talks about the history of special treatment to militants before the anti-Japanese war in Sichuan ; In the second part, it focuses on the adjustment of the corresponding policies made by Chongqing Kuomintang Government; Furthermore, in the third part , this paper lists out the practices of the policies adopted by Chongqing Kuomintang Government and Sichuan Provincial Government ;In the last part , the author makes a complete and deep comment on the adjustment and practice of the special treatment policies by Kuomintang Government , covering the origin of the capital, the rendering of the laws and regulations , the approval of participating groups and the settlement of the militants leaving the military service, etc.After probing into the four parts, the author affirms the historical significance of supporting the frontier and stabilizing the back with relation to the special treatment to militants made by Kuomintang during the Anti-Japanese war. However, there also existed some inevitable defects when the foregoing policies were put into effect, owing to the restriction of the essence of Kuomintang Government as well as the economic conditions and the immature understanding of the special treat itself. All this had a side influence on the practical outcome.Generally speaking, this paper is designed for two aims. That is, firstly, this thesis broadens the research field and finds out some useful data so as to solve the new issues. Secondly, the author reviews the success and failure experiences from the special treatment to militants in Sichuan made by Kuomintang during the special period ?the Anti-Japanese War and supplying our current civil administration with some valuable experience. |
