Sui and Tang Dynasties are important stages in history of Chinese. The strategic position of the Northern of the Hedong Dao including Shengzhou and Chanyu Dohobu, where the war always took place between the Sui and Tang Dynasties and the Eastern Turks, can not be ignored, especially in the Tang Dynasty. It was not only the forefront of defending Turkic's invasion, but also was the barrier of protecting the capital. In the early stage of Sui Dynasty, regine was in dilemma by Turks's invasion. Zhang Sunsheng had adopted the strategy of the "distant past and attack the weak from the strong cooperation", and prevented its offensive successfully, then the Northern of the Hedong Dao was in stable. Tang Dynasty was facing the same problems with the Sui Dynasty when it was created. East Turkic was defeated In the Forth year of the imperial title of Zhenguan (630), enhancing the rule of the Northern of the Hedong Dao.In the article, I focus on analysing the development and evolution of the Northern of the Hedong Dao of Sui and Tang Dynasty's institutions goverment. This article is divided into five parts. In the first part. I analyze the Northern of the Hedong Dao of Sui Dynasty institutions governing from administrative agencies and military institutions. These institutions had played an active role in the defense of south swept of the Turks and the management of the Tribes of allegiance. I discuss the establishment of the Sui Dynasty country of East Turkistan and succession in the second part. I mainly discuss the war and exchange between the Sui Dynasty and the Turks. Shabo Lue Khan of Turks had launched a massive attack on the Sui Dynasty, and Emperor Wen had resorted to the effectively strategy to make Turks belong to Sui Dynasty. After Qimin Khan's allegiance, it came into gradually the relatively stable and peace in the northern region. Although Emperor Yang appeared "Surrounded the Yanmen", it was still quite peaceful. In the third part, I discusses the replacement of the Northern of the Hedong Dao institutions goverment in the early of Tang Dynasty. On behalf of its administrative agencies are Daizhou Dudufu, Yunzhou Dudufu, Shengzhou Dudufu and Chanyu Dudufu, and under the control of the Military Government states, the states,there were many counties affiliated them. The military institutions were consisted by Tianbing Jun, Datong Jun, Hengye Jun, Kelan Jun and Yunzhong Jun Shouzhuo and so on. In the fouth part, I discuss the evolution of the Northern of the Hedong Dao institutions government in the late of Tang Dynasty. There were Hedong Jiedushi. Zhenwu Jiedushi and Daibei Jiedushi in the administrative agencies. However, the military institutions mainly refered to the military units under Jiedushi Division. In the fifth part. I discuss the prefecture of Jimi of the Northern of the Hedong Dao in Tang Dynasty. In the forth year of the imperial title of Zhenguan (630). East Turkic was defeated.Many of the Department of East Turkic affiliated to the Tang Dynasty. Emperor of Taizong had taken the advice of "all the tribes and sub built Ji Mi" which was put forward by Wen Yanbo. and had established many Ji Mi which served by the tribal leaders Military governor and the provincial governor. I discuss the situation in the Northern of the Hedong Dao in this part. Therefore, it involves only the Eastern Turks, Tiele Jiuxing, Shatuo Turks. Tangut, Tuyuhun, Six Huzhou and Huihe and so on. Finally. I summarize the article.By researching on the topic, it makes us understand more profoundly the truth of the development and evolution of the Northern of the Hedong Dao of Sui and Tang dynasty institutions goverment, and it is important for us studying of frontier military garrison in Sui and Tang Dynasties, economic and cultural exchanges between nations. I hope that research on the topic play a reference to today's border management.
