A Study On The Check And Balance Mechanism Of The Military Leading Institutions In The "North" County Of The Han Dynasty

During the Western Han Dynasty,the "north" county took prefecture chief in Tai Shou as the highest military officer of the county,and divided a number of defense areas to set up a military chief.In addition,there are two relatively independent army leading systems: Nong Duwei and Shuguo Duwei.In the Eastern Han Dynasty,in addition to the county level military leadership agencies,the Eastern Han government also set up four military organizations: the Duliao General,Shixiongnu Zhonglangjiang,Huwuhuan Xiaowei and Huqiang Xiaowei.This gives the "north" county a more complex military leadership system than the inland county,which not only meets the military-centric requirements of all activities in the "north" county,but also binds the various military authorities against each other.Formed the county military leadership internal checks and balances,the county military leadership and the military command and security institutions of checks and balances between the checks and balances mechanism.The formation of these two checks and balances mechanism is closely related to the Han Wu Emperor's desire to avoid repeating the rebellion of the kings of the "north" in the early Han Dynasty and to draw lessons from the "chaos of the Seven Kingdoms",as well as the grim frontier situation in the "north" county area.In addition,the reform of military system of Emperor Guangwu in the Eastern Han Dynasty and the border defense strategy of "razing the barbarians" formulated by the central government also promoted the emergence of the mechanism of checks and balances.The formation of the check and balance mechanism of the "north" county military leadership in the Han Dynasty strengthened the central control over the "north" county,effectively resisted the invasion of the northern nomadic people,but also weakened the border defense force and affected the effectiveness of the border guard.
