Competitiveness of hospital human resource has become the first element that decided the survival and development of hospital. As the foundation of human resource management, the performance appraisal and compensation management will improve the internal management mechanism, enhance the sustainable development of hospitals. With the increased importance of nursing care, the efficacy of nursing human resource will directly determine the level of hospital care as well as the quality of medical services. In the competition for development, how to create the nursing human resource management concepts and standardize nursing management has become an important topic, which is vital for deepening personnel system reform and promoting development of health services soundly and rapidly. At present, the hospital nursing management has many issues, such as low positioning of nursing value, unreasonable design of nursing salary structure, lack of flexibility and external competitiveness, disconnection between nurses pay and their performance etc. Particularly, under the diversity of nursing employment situation, with the constraints of traditional personnel management system, contract nurses lack of a unified, clear management system contract with the nursing staff. There is a double-tracked operation management system between contract nurses and nursing staff. Hospital contract nurses have no equal pay for equal work, which affects the fairness and stimulating.This study used literature review, questionnaire survey and interviews to make the survey on the salary and management status of hospital nursing staff. On this basis, the study focused on the issue of the "equal pay" for hospital nursing staff. The study analyzed the issue of the unequal pay for equal work between contract nurses and the nursing staff. And the study also explored the ways and the support system to achieve "equal pay for equal work", constructed by two rounds of Delphi method, the study designed a unified, scientific, reasonable and effective appraisal system of hospital nurses. Besides, it was also involved a preliminary analysis of hospital nurses pay. The study would give a reference for integrating the hospital nursing staff and playing the overall efficiency of the nursing performance.
