The new rural cooperative medical system organized, led and supported by the government, is a mutually cooperative system of the peasant on the medical treatment, a main form which is used to settle the problems in the basic medical security and seeing a doctor for the peasant, a fundamental work in the present country, and also a response to establish the harmonious society.As a systematic innovation, the new rural cooperative medical system still stays experimental phase and has no mature experience and mode, so it needs exploring and perfecting gradually in the practice. County S in the north of Henan Province is a poverty-stricken one and one of the experimental units. To explore an effective cooperative medical management mode is a need for the local economy and society development, a furthermore need for the new rural cooperative medical system to develop healthily and orderly. In the course of the development of the new rural cooperative medical system, the government's dominant role is quite important. Therefore, the urgent affairs are for the government to definitude its obligation, hold right its function orientation, and avoid its absence, misuse and offside.It is adopted investigation and research together with theory analysis. In the first part, through a simple review to the history development of county S rural cooperative medical system, the author introduces the phase of the new rural cooperative medical system. And then mainly gives a detailed description to its organizing system, operation procedure, and implemental effect and so on. In the second part, the author analyzes the existing problems on the basis of the investigation. Because the aim is to discuss the government's obligation, the analysis to the problem there mostly focuses on what's most close to the government relation. And at length we come to the conclusion that the government should take on obligations, that is, first of all, act as propagandist or educator and increase the rate of the peasant joining the new rural cooperative medical system. Secondly, act as system designer and form the permanent mechanism of rural medical security. Thirdly, act as financial provider and ensure the fund's effective supply. Fourthly, act as supervisor or manager and perfect the restriction mechanism.The new rural cooperative medical system is a complicated systematic project. The discuss emphasis of the paper focuses on the government's ideal obligations, whereas, how to put these obligations into effect needs a further research in the practice. The author hopes the paper can be good to the cooperative medical practice and relative research work of county S and other underdeveloped areas.
