Through a questionnaire survey to obtain relevant data to the supply and the demand of health resources, the wishes of the rural medical security in rural areas in Zhejiang Province, It points out that the currently lacking of effective demand for medical services in rural areas for economic reason and the service capacity and condition of the levels of medical and health institutions will also be considered as factors when the levels and the way of compensation of new rural cooperative care is worked out. At the same time , we must also be fully taken into account different levels of economic development and the main factors which constraint to achieve the effective demand of medical services when the level and way of raising money of new rural cooperative medical care is laid down. we must pay attention to the status and role of farmers in management of the new rural cooperative medical fund, and give full play to the initiative and enthusiasm of farmers. By the new rural cooperative medical fund analysis of Zhejiang Province, the financing policy of unfairness, the deficiencies of the responsibility of the government's funding, financing difficulties due to financing order, the flow of compensation fund not matching to choice medical institution under the case of no medical ensure ,demand induced supply for defect of compensation methods, troublesome reimbursement, the second compensation of excess fund balances and narrow channel of the investments, the value of preserving and increasing and so on are exit in the new rural cooperative medical fund of fund-raising, compensation, balance and keep the proceeds.under the theoretical framework of adverse selection and moral risk, the central government should assume more funding responsibility.the problem of funding continuity and adverse selection should be solve through incentives, the dynamic growth of financing mechanisms should be established. The model of a single postpaid should be reform and pre-paid and single-disease paying should be adopted and so on. By assessment, compensation project should be adjusted timely to meet the benefit of farmers and compensation level maximum, The tools of investment are diversified. Those suggestions are put forward in the new rural cooperative medical fund management in favor of the new rural cooperative medical care running more safely and effectively.
