The Research On Strengthening The New Cooperative Medical System Funds Management

Establishing the new cooperative medical system is an important act made by the Central Party Committee and the State Council under the new situation to solve three rural problems practically, coordinate the development of the city and countryside, the region and economic society, and build a well-off society comprehensively. It plays an important role in alleviating the problem of the farmers'medical treatment expense, improving the farmers'health safeguard level and the quality of life, reducing the farmers'burden, solving the poverty problem caused by sickness, and promoting the production and economical development as well as the stability in the countryside. At present our new cooperative medical system is poor in gathering medical fund and safeguarding health .In this case, if the fund is used against the regulations, it will have a great impact on the construction of the new cooperative medical system as well as the the farmers participating enthusiasm. Therefore, it's significant to establish the fund supervision and management system scientifically and reasonably, and safeguard the fund from being used illegally and improperly. This article contains four parts: the first part concisely focuses on the theoretical basis and the significance of the fund supervision and management; the second part emphasizes the necessity and pressing of strengthening the fund supervision and management by quoting some current typical cases in which the fund is obtained by illegal purchase in some areas in our country due to the fund supervising and managing asthenia; the third part introduces in detail the present operation and management as well as the deficiency of the new rural cooperative medical service fund in Tongxiang by taking Tongxiang as an example;the fourth part puts forward the policy-type proposal on how to effectively strengthen and improve the new rural cooperative medical service fund supervision and management in view of the existing problems in the fund supervising and managing process.
