Financing And Fund Management Of New-Type Rural Cooperative Medical System In Yunnan Province

Objective: 1 To study whether reasonable the financing model of New-Type Rural Cooperative Medical System (abbr. NRCMS) in Yunnan Province was , by analyzing 6 counties, and finding out the best model of NRCMS ,which suits local conditions. 2 To probe the risks of fund NRCMS in running, in order to help administrator to find which link may hide danger and prevent corresponding. 3 To form a system theory, which can be used to guide NRCMS practice and provide scientific basis for solve practical problems in the course of practicing NRCMS, so as to establish sustainable developed NRCMS.Methods: 1.Object: We had a sampling survey in 6 counties, which were Lufeng, Mengzi, Huize, Yulong, Longling and Luxi, according to the raise money model. 2 .The contents include the financing status, fund running condition, and the average contributions per enrollee. 3. Data source: questionnaire, interview outline, the information of basal line of NRCMS, report forms monthly, and literature of Medicare in abroad and domestic.4 .Sample: According to the financing model, we had stratified sampling in 6 spots and selected 2 small towns per county. One small town's economics was better than the other. We invested combination questionnaire with interview. 5. Statistical method: We handle the date with EXCEL and SPSS, and we had rate, percent, mean and et. Calculate, moreover, we had chi-square test, stepwise regression by the statistical software.Results: 1. information of raise money: â‘ there is no difference in participate between the first and the second stage; the ratio of insurance premium in present is 1/3, which is no difference in the 6 experimental countries, and the government financial support is a majority of funds of medical insurance.
