Jinan City Community Health Services Research

"We cure ailments in our communities, we cure serious illnesses in hospitals, and we go back to our communities after recovery."That is becoming the most precise description of community health service in China.When community health service came up as an important component of a civilized and healthy life style, many of us didn't seem to realize its value. Then, in 1960s, many countries, especially those developed countries, had included it in their main development plans, and the organizational construction and the expansion of functions of community health service are the elemental conditions under which the whole service system can operate well.Community health service gained its importance in China in late 1980s and early 1990s, and was carried out in succession throughout the country. Jinan, as the provincial capital of Shandong, took the paces of developing community health service in 1996. In only 7 years, the condition of community health service in Jinan has developed and improved a lot. By 2003, community health service network had already covered the whole city. In 2006, the State Council issued The Guidelines for Developing City Community Health Service and its supporting documents; in 2007, Jinan was appointed one of the key cities to contact in the plan of establishing community health service system carried out by the community health service leading group of the State Council. In the same year, Jinan municipal government issued the development plan of community health service. The basic goal is like this: by the end of 2009, or in 2010, a community health service system characterized by rationally distributed, well-equipped, well funded, scientific operation, stability of talents, well functioned, low-priced and extensively utilized by people should be established.With the goal of constructing a harmonious Jinan and ensuring people's livelihood, since 1996, 13 years has passed, and as the key cities to contact,"mode of Jinan"has become the studying model of many cities. Therefore, to review the development process of community health service in Jinan will have great significance to improve its structure and summarize the experience and inspect the defects, thus to widen the road of developing community health service.The thesis consists of the following parts:Part one: current situation and existing problems of Jinan community health service. This part summarized the developing situation and the characteristics of Jinan's community health service.Part two: investigation and analysis to the demand of Jinan's community health service. In this part, an investigation is made to some common residents and medical personnel in Lixia District. The investigation takes the method of sampling with the common residents, some doctors and hospital administrators required to do questionnaires respectively to obtain people's extent of satisfaction and the reasons that affect the utilization of community health service, thus to analyze the demand.Part three: the existing problems and restraining factors of Jinan's community health service. According the results of research and the reports by Jinan's major media on community health service to make a general survey of the overall situation and find out the existing problems at the present stage.Part four: to put forward the countermeasures of perfecting Jinan's community health service. As the problems have been found, ways to solve them must be thought of. This part bases on the results of research and the characteristics of Jinan's community health service, coupled with the reference to foreign modes of developing community health service to generate a set of thinking of development and provide countermeasures to ensure the construction of community health service in Jinan.
