Study On Appraisal Target System Of Shanghai Community Health Servic Center

Currently, our country is in the process of medical and health system reforms. Atpresent, objectively some existing studies on health assessment promote thecommunity health evaluation studies further to some extent, the policy environmentchanges, operational mechanism and management system are all needed to get thecontinuous further innovation. Those existing assessment indicators can not meet thecurrent needs of the community health service evaluation from the development point.Beginning with the evaluation theory, the review, the expert meeting and the lawDelphi expert appraisal target system, this research is based on the study ofcommunity health service evaluation system and operational status in Shanghai area,utilizes the level analysis (AHP) calculation indicators right to heavy factor, and thenbuilds up the comprehensive evaluation models. According to the functional locationof the community health service center, the evaluation system of the communityhealth service center should be in accordance with the service functions and socialfunctions with social welfare-oriented to set up15third level indicators,44fourthlevel indicators, and to determine the weight factor of indicators at all levels based onthe evaluation system of the community health service center in Shanghai.In this thesis, based on the Delphi method, community residents to the method isintroduced to ensure that the residents can be the starting point to the social services-oriented and the public welfare of community services are focused on toestablish the evaluation system of the community health service center in Shanghai toguide the developments of the community health center in Shanghai.Based on the evaluation system of the community health service center inShanghai, the thesis focuses on the related research study in Fangsong StreetCommunity Health Center in Songjiang District in Shanghai to analyze and evaluatethe legitimacy, credibility and effectiveness of the corresponding index system. On theanalysis from2006to2010, the comprehensive evaluation index in Fangsong StreetCommunity Health Center in Songjiang District shows the increasing trend whichshould be.Based on the empirical findings, combined with the literature and data analysis,counter measures and suggestions, the thesis focuses on how to propose to speed upthe information system of community health service center, on how to establishcommunity residents as a starting point. In order to strengthen supervision, the resultsof the evaluation of community health service center should be open. The evaluationsystem of the community health service center in Shanghai makes use of thethird-party evaluation adherent to the public welfare-oriented to make the public topay more attention to the social services.
