National 973 Program Chinese Medicine Theory, Basic Research Specific Process Management

At the turn of 21st century ,project management has gradually applied in commerce, education, military, government and other organizations, along with the approach of the knowledge-based economy and the development of new high technique industry .The advantages of the project management embody sufficiently ,and it also improves the efficiency of management basically.Since 2005, the Basic Theory Research of Traditional Chinese Medicine of 973 Program(TCM Basic Theory Research) have been set up, and it have had a profound impact on the basic theories of Chinese medicine research ,the development of Chinese medicine academic, business and industry. As one proportion of Chinese National Programs for Fundamental Research and Development (973 program), TCM Basic Theory Research has used project management knowledge to solve problems in the implementation process and then achieves good results. However, through researching literature we can find that there are a few articles about the management of TCM Basic Theory Research ,so it is necessary to summarize the valuable experience and explore applying the knowledge of modern project management in TCM Basic Theory Research.This research was on the base of studying relevant management policies , regulations and documents, participating in the investegation and project management of the entire process, and then put forward my own views . In order to enhance the control of TCM Basic Theory Research ,realize its targets ,and provide experience for major science research project of Chinese medicine.The research is mainly on the management model and the phase of TCM Basic Theory Research, applying management knowledge to analyze the strengths and weaknesses of the model .Contrast the characteristics of modern project management and TCM Basic Theory Research ,emphasize the use of the Critical Path Method and the Work Breakdown Structure in Project Scope and Time Management. After that, getting the following conclusions: The use of matrix organizational structure has put the advantages of the experts and government together .Corporate model solves the problems of multi-project management and poor communication among teams.The "2+3" management model improves the regulatory regime of the project. In the management of the process, experts are very important.The credit evaluation system of National Science and Technology program ensures the quality of TCM Basic Theory Research. TCM Basic Theory Research office and project office are necessary. A well-established scope of the project management solves the management problems in TCM Basic Theory Research.
