To research the developments and changes of The performance of govenment medical institutions wages, quantitative analyze the influence of outside environmentanl factors toward performance wages, make a depth exploration of author's former topic《The performance of health institutions approach to wage total approved research》, this paper study the performance wages and outside socio-economic data of government medical institutions in Zhejiang Province, use literature research,expert advice and statistical analysis of sencondary data research method, from the point of view of provincial government department propose some advice for designing performance wages policy.In the research content,the paper firstly review the emergence and development of The performance of medical institutions wages, elaborating the influence of China's health policy toward medical institutions' performance wage, summarized the management significance for provincial health management. Then review many different point of view and research method about medical institution's performance wages at home and abroad, found that most of the studies research the princeple and method of performance wage payment in the perspective of internal distribution management. The Research Method of some official report have deficients. Therefore, the paper research the historical developments and the status quo distribution of Zhejiang province's medical institutions' performence wage from 1991 to 2006, and cross sectional data of 2006, found the characteristics and main issues of Zhejiang province's medical institution performance wage. The paper propose three perspectives: 1,medical institution benefit more from economic growth, institution's performance wage is positively relative to local GDP, the higher the agent-level of the institution is, the faster the wage will grow; 2,The per capita performance wage of medical institutions of the same grade in different region depend on local economic condition and demographic characteristics; 3,The per capita performance wage of medical institutions of the same grade same region depend on their own service ability, positioning functions and brand. In the basis of theoretical analysis of the influcing factors of medical institution's performance wage using the knowledge of Health service management and Health economics, this paper apply more specific, more reliable empirical data and more rigorous statistical method, prove the above arguments by SAS statistics software.The main thesis of research results is that bring some inspiration for the governance of medical institution from the data analysis of Zhejiang province medical institution performance wages,improve the research method of the original topic, uncover the influence factors and impact of outside factors, and give targeted princeple of making Zhejiang province's medical institution performance wage policy which would be fairness, efficiency, prudent and operational. The paper finally bring forward some related policy recommandations.
