Study Of The Emerging Urban Grass-roots Public Health System Reform

Public health is a social engineering, a career that needs our great efforts of the social. Public health is hard to be proved by investing into disease control and health supervision, so it is often been ignored by the government and officers only when there is public health events happening. "Precaution Crucial" which have direct relation with public health is not a slogan, it should be taken into action.This paper tries to analyze the reform of public health service on a boom city, Bao-an district Shenzhen, by the theory research and the empirical approach. The paper made the research on the background, ways, results and the problems on the reform of public health system of Bao-an. The results showed that the reform of Bao-an public health system has made the effective supply of public health service. Also, the network of grass root health supervision and community health service centre have covered the entire district. However, many problems are existed, such as the deficient of legal system, insufficient of financial investment, the lagging of information construction, and the perfecting of Organization Management. Learning experience from developed countries to bring forth new ways which depend on the nature of public goods, to perfect the grass root public health system construction of the boom city. The aim is to make the complicated relationship among the government and the functional departments clear, make the government to accept its responsibility. Perfect the law on public health to establish public health system which suits the well-off society and harmonious society, enhance health service equity and accessibility. The author has advanced some proposals on public health management of boom city.
