Study Of Chinese Migrant Workers Medical Insurance System

In recent years,with the acceleration of adjustment of agricultural structure, urbanization and industrialization,more and more migrant workers are pouring into cities from rural areas.Statistics shows that by the end of year 2004,there had been 120 million migrant workers in total in China.Migrant workers make great contribution to economic development and modernization of cities,and blaze a way in changing the urban-rural dual structure and solving problems of "agriculture,countryside and peasants".However, due to various institutional,economic and historical reasons,migrant workers are excluded from the current medical security system and their basic needs of security are not satisfied.In the long run,such deficiency will affect the free flow of labor force and will go against economic development and social stability.Therefore,it is of both practical significance and strategic significance to establish medical security system for migrant workers.The first chapter is introduction part,mainly about the background of research, purpose of research,significance of research,content of research and the methodology.In the second chapter,based on theories of social security economics,the author defined medical security system for migrant workers firstly and then briefly summarized research results in the area from the perspectives of theoretical foundation,institutional aspect and mode options,and pointed out the deficiency in current research.In the third chapter,the author introduced basic social and medical security situations of migrant workers in China at present,including background of emergence of migrant workers,and their social and economic status.The author then analyzed the causes for current situation from institutional aspect,economic aspect,personal aspect of migrant workers and expense aspect,laying foundation for discussion of establishing medical security system for migrant workers in following chapters.Medical security system started developing every early in foreign countries and have accumulated many successful experiences after many years of endeavor.Thus,in the fourth chapter,the author introduced medical security system for socially disadvantaged groups in U.S,France,Japan,Singapore,Philippines and India.Since migrant workers belong to socially disadvantaged groups in China,such endeavors in foreign countries can be used for reference for construction of medical security system for migrant workers in China. In the fifth chapter,the author firstly concluded the course of construction of medical security system for migrant workers,and then analyzed the four current modes at great length from the perspectives of payment mechanism,compensation mechanism and expense settlement mechanism,and also appraised the advantages and disadvantages of each mode.Based on the analysis in previous chapters,the author pointed out in the sixth chapter the problems in the current medical security system for migrant workers,analyzed the urgent needs to consummate the system,and proposed some suggestions for policy making to establish and perfect the medical security system for migrant workers.
