The Problems And Countermeasures Of Urban Community Health Service Development In Zibo City

Community hygiene service is one of the most important parts of city hygiene and the basic sector of primary health care for everybody. Developing community hygiene service and constructing new city hygiene service system, based on community hygiene, and the community hygiene organizations sharing out the work and helping one another with hospitals and prevention health care situations is very significant for optimizing city hygiene structure, making medical advice convenient for masses, reducing the burden and setting up harmonious relationship between doctors and patients.With the development of community hygiene service, some problems have exposed gradually, especially the financial input mechanism, the policy leading mechanism, the personnel training mechanism and the imperfect inner operating mechanism. To some extent, these issues restrict the healthy development of the hygiene system. It's important to study and analize the problems and the related impairing elements, to probe into the operating mechanism, to put forward feasible suggestions and measures, which is very positive to improve the healthy development of the community hygiene, to alleviate the difficult and costly medical advice, and to set up harmonious society.In this paper, the development process and models of community hygiene service home and abroad are compared and analyzed, their characters, successful experience and main problems are summarized. Based on it, the present situation of Zibo city community hygiene is comparatively wholly studied. It describes the demand, the main problems and reasons in Zibo city community hygiene system,as well as the necessity and feasibility of the methods for developing and improving the city hygiene system.The main contribution is that some relevant measures are proposed on the basis of the in-depth analysis on the problems of Zibo community hygiene service, such as perfecting financial allowance system, operating strict region hygiene development plan,managing income and expenses separately,amplifying personnel management system and formulating relevant encouragement policy ,etc. in order to push on the healthy development of the community hygiene.
