It started from fathering environment, regulating and cleaning streets, giving cowpox, then it became wider and deeper, immensely improved the sanitary situation. To encourage people to prevent and fight against diseases, and to lighten people's burden from diseases, local hospitals were expanded, free medical service was given to poor people.
