The Treatment Of Disc Disease The Tcm Appropriate Technology Promotion And Application Effect Of The Health Economics Evaluation

The health work of the countryside is always the most important and difficult part of the whole health work, and the health situation of the countryside is still very serious. Some farmers of the rural areas become poorer because of the disease, and the serious problem influent and restrict the health and the economic development badly. From the 1990s, the MOH, SATCM and NPFPC have chosen and extended many health technologies to the rural areas, and we have obtained huge social efficiency. But because the efficiency of these health technologies are different and there isn't any research in this, the affects of the extension of the health technologies to the rural people are unclear, and the extension is not durative.In summary of the research experience and achievement in ten-fifth period, this research will take the suitable health technology of Chinese Medicine curing IVDD as the object, and we will set up a indicator system of health economics to evaluate the affects of the extension and application of the suitable technologies. With the result of the evaluation, we will choose the more suitable health technology to extend to more areas, in order to guarantee the validity and the durative of the extension.Using the method of the literature analysis and expert consultation, we have set up a indicator system of health economics to evaluate the affects of the extension and application of the suitable technologies, including 2 second-level indicators, 8 third-level indicators, 22 fourth-level indicators, 7 fifth-level indicators. The indicator system covers each aspect of the evaluation of the extension, for example, the economic burden of the disease, availability of the medical care, the change of medical service level, the sustainable, security, validity, efficiency, acceptable of the technology and so on. The system can evaluate the affects of the extension of the suitable technology effectively.The result of the CEA shows that ,as the extension and application of the suitable technologies concerned , the cost of technology zy08, zy20, zy25 respectively are 126.5 thousand Yuan, 92.7 thousand Yuan, 51.8 thousand Yuan; the effectiveness respectively are 0.47, 0.37, 0.45;and the cost effectiveness ratio respectively are 26.9, 25.1, 11.5. technology zy25 seems the best of the 3 technologies. Just as the application of the suitable technologies concerned, the cost of technology zy08, zy20, zy25 respectively are 795.2 Yuan, 2423.6 Yuan, 2172.7 Yuan; the effectiveness respectively are 0.25, 0.23, 0.26; and the cost effectiveness ratio respectively are 3180.8, 10537.4, 8356.5, technology zy08 seems the best of the 3 technologies. Each area can choose the appropriate technology according to the actual need to extend.
