Government Regulation Of China's Urban Medical Insurance

The reform of governmental regulation on the medical security is not only one of the most important reform steps in the medical system reform, but also the key point to the result of the medical system reform. Based on the peculiarity and the experience of the governmental regulations on the medical security in other countries, this article combines the theory and reality and introduces the idea on our country's governmental regulation reform of the medical security reform. The suggestion is divided into five parts. Firstly, in order to prevent the government's failure, the independent organization should be established to lay down the regulations on the reform. Secondly, we should lay the emphasis on the regulation on the provider of the medical service, introduce the mechanism of competition to the medical organizations to improve the management inside the organizations and cut off the cost, and prevent the profit through the low-level service and the un-balanced information by perfect the evaluation system of the medical service and the system of publishing the related information. Thirdly, in order to prevent the moral risk, we should establish the system of the doctor's credit and the system of the investigation by the third party. Fourthly, we should strengthen the guidance towards the patients which is in the negative position in the medical service, and enhance the ability of using the game theory. Fifthly, we should spread the system of mixed payment ways of medical fee and avoid the negative effect in the former single way of the payment.
