The medical and hygienic services are a kind of public welfare undertakings exercised by the government, which involves high professional techniques, strong responsibilities and high risks. Because of its special technical and economic features, the medical and hygienic market malfunction occurs to some extent, which makes it necessary for the government regulation to make up for or correct the market defects. But in fact, the lack of government supervision decreased the efficiency of medical and hygienic resources, which had a negative effect on the equality, efficiency and popularization. In a word, to give a full scope to the government leading guide, to combine the government supervision and market adjustment effectively, to implement the market operation of medical and hygienic service, to guarantee the equality of medical and hygienic service, to improve the efficiency of medical and hygienic resources are the new choices for the medical and hygienic reform. This essay could generally be divided into four sections:The first section begins with the definition of governmental regulation and market adjustment, the description of their roles in the medical and hygienic reform and their relations as well as their disadvantages.The second section is devoted to analyzing the governmental factor in the medical and hygienic market, thus justifying the governmental regulation in case of market malfunction. Then the essay describes the status quo of governmental regulation, including its disadvantages and problems, and points out the importance and necessity of the governmental regulation.The third section introduces the objectives and market orientation of the medical and hygienic services, brings out the problem of the market malfunction. Then reasons for market malfunction are analyzed, and so are the reasons why the medical and hygienic services should not be thoroughly marketized.The four section introduces the control mode of medical and hygienic reform—the"good governance", that is, the assumption of the governmental regulation-market adjustment double-track model for the medical and hygienic reform. Finally, it is concluded that the government should play the leading role in achieving the optimized combination of governmental regulation and market adjustment, in order to realize the impartiality in the medi-care and higher efficiency in the medical and hygienic services.
