Basic Medical Equipment for Troops (BMET) is one organic part of military Medical Equipment (ME), which is usually equipped at rear medical support facilities at peacetime & wartime, and has direct impacted on medical service capacities of ME. Nowadays, BMET is being obtained by two ways, ie, developed by corresponding research unit and purchased from market. Thus, it is an important issue on how to establish index system and develop a reasonable platform for model selection of BMET. Accordingly, scientific index system, rational method and objective software for model selection are very essential to make acquisition management of BMET more scientific, fair and credible. Based on reasons above, a systematic study is developed in this paper, involving the establishment of index system, model selection algorithm and related software development, which will make model section of BMET more rational and scientific.An interactive index system for BMET's selection are determined based on expert survey as well as the analyses of BMET's operational & technical index system and the standards for some adopted subjects.An improved multi-objective decision making method and a method of combined subjective & objective weights are established according to the characteristics of the established index system, and then the model for BMET's selection is obtained.With computer programming and database technology used to design data flow and data structure, BMET's selection system is developed by Delphi based on Windows XP.Data test proves the availability and rationality of the BMET's selection system, which can be considered as a reference tool for BME's procurement.In the end of this paper, the general summary is given , the characters are clarified and such items are also explored as the influences of the selection indexes, the considerations when developing selection index system, as well as the deficiencies and prospect of the study.The innovations of this study is as follows: BMET's index system is first researched systemically, which fills the blank of this field, an improved multi-objective decision making method is used as BMET' s selection method, which remedies shortcomings of traditional methods and makes BMET' s selection more scientific and logical and an interactive BMET' s selection platform is firt developed, which can provide a referable platform for purchasement of BMET.
