| The New Cooperative Medical Scheme (NCMS) is an important component of the rural social security system in China. Consummating NCMS can promote its sustainable development. As been adopted, the NCMS achieved good results in rural area, but because of the short time implement, it encountered many problems, such as fluctuating farmer's participation rate, serious phenomenon of adverse selection, the low level of reimbursement, a lack of the comprehension and et cetera. Stabile growth and participation rate that based on farmer's willingness to attend can achieve the sustainable development of NCMS. At the same time, the sustainable development of NCMS in Linhai County can be a reference significance to the other areas in China.In this research report, we focused on farmer's perspective, using of sociology, economics and statistics methods to find the factors of farmer's participation behavior and his willingness to attend. Combined with the statistical and Survey data of the Linhai County, we use the frequency analysis to describe the status quo of the NCMS, and then use factor analysis and binary logistic regression model to analysis the factors of the farmer's participation.The result shows that the farmer's satisfaction, the comprehension of the NCMS, all costs of participation and the household economic conditions will influence the farmer's participation behavior. Simultaneity, the expenditure of the medical care, the education background, the reimbursement and the years will produce a significant impact on the farms' continuing participation. For the purpose of the sustainable development, it must improve the policy of the NCMS, which based on farmer's willingness.In conclusion, we make suggestions as follows: first, spread propaganda of the NCMS; second, reduce the adverse selection; tthird, chang the Voluntary way of participation to the Compulsory moderately; four, Construct more investment to Primary health care services ; five, set the Reasonable reimbursement ratio to increase the compensation rate; six, Construct the Network system of the NCMS. |
