Chinese economic doesn't develop balancely. Therefore, developing telemedicine should plan scientificly, adjust measures to local conditions, do according to one's abilities. It should persevere in uphold the principle of advance, practicability, economy, integer, science, expansibility.A telemedicine site should have five functions. (1)To establish e-files for the patients. (2)To diagnosis diseases or implement tele-consultation for the users in other place. (3)To register out of hospitals. (4)To carry out continuing medical education. (5)To carry out tele-diagnosis of images.The management and construction of telemedicine should be programmed by nation, built by provinces, managed by a hospital, improved gradually. Programmed by nation means offering the carries of net and communication, confirming the aim and focal point of development, aid the important institutes and items financially. Built by provinces means constituting the focal point and measures according to the nation's plan and the conditions of health, economy, etc. Managed by a hospital means appointing a hospital to manage the telemedicine site by the local health department. Improved gradually means setting up the telemedicine sites in all the counties firstly, and then improving the functions gradually according to the development of medicine and the correlative techniques.
