Working Effect Evaluation And Policy Optimization Research For New Rural Cooperative Medical Care System In Fujian Province

Medical insurance system is closely related to public health,which plays an important role in maintaining stabilization of social security system.Being a kind of medical security form,new rural cooperative medical care achieves mutual assistance with the goal of comprehensive arrangement for serious disease of farmers.Organized,guided and supported by the government,Relying on financing from individual,collective and government of central,provincial,municipal and county levels,This system provides farmers with a convenient,efficient,high quality and inexpensive medical services in accordance with the principle of voluntary,benefits and modest.The new rural cooperative medical care system in Fujian province pilot started in 2003.With the leadership of Fujian provincial party committee and the people’s government,under the collaboration of relevant government departments,institutional framework and operational mechanism,which are in line with Fujian situation and accredited by peasants and all walks of life,are established with more than 10 years’effort.More than 24 million agricultural populations in Fujian province have access to basic health services and enjoy real benefits.However,some prominent problems that jeopardize the system’s sustainable development are also exposed.In this way,it is not only an integral requirement of construction of rural social security system but also a pressing realistic problem for us to optimize the system.Guided by public administration theory,this paper researches working effect and policy optimization of new rural cooperative medical care system by analyzing the background and significance of rural cooperative medical care,summarizing academic research on this problem,and synthesizing the application of literature,research,mathematical statistics.Firstly,this paper discusses the operational situation of the system.This part mainly analyzes the course of its development,farmer participation,funding,basic situation of health resources and actual effect.Secondly,this paper analyzes prominent problems such as high costs of hospitalization for farmers,injustice of actual compensation benefit,inadequate supervision and hindered management system.At last,countermeasures and suggestions are put forward for policy optimization in the field of program design,team building,management and supervision.
