Globally, the cooperation among different departments of AIDS prevention and control is international experience of success. The attainment of the goal for AIDS prevention and control depends on the closeness of cooperation among AIDS departments. There still exist much incoodination and even many conflicts in those relevant departments of AIDS prevention and control in China nowadays. Compared with actual demands, there's still a lot to be done with regards to the cooperation between public security and health center, as well as between government and non-government organizations, to achieve a closer cooperation in terms of width, depth, as well as duration. Unreasonable systems and mismanagements are the major obstacles to department cooperation. While underlying the institutional and systematical problems are people's values and ethical beliefs. Therefore, to seek a common value that is operational and accords with the national situations, in order to reach a consensus among different departments and increase the cohesive power, is a pressing demand for AIDS prevention and control.The author of this paper holds that life and health should be the first to be protected among the many fundamental human rights. During the process of AIDS prevention and control, to protect the human rights of life and health is not only out of humanism, but out of the consensus of fundamental human rights. Therefore, both drug abusers and sex workers should enjoy equal rights of medical and health care. Only by following the consensus, can the AIDS prevention and control departments seek common ground and strive for development while reserving differences.Based on the analysis and argument, the thesis points out that department conflicts are inevitable during the process of AIDS prevention and control. Life ethics should work as a basic principle to solve those conflicts. Despite the gap between what-it-should-be and what-it-is-being, to respect life and safeguard its sanctity is an important sign of civilization. Under the guideline of the life ethics theory——human rights of life and health are the most primary rights, the thesis aims to clear out the obstacles to cooperations between public security and health center, as well as government and non-government organizations, and to transform the practices that conform to the life ethics into law or institution so as to form a long-term mechanism.
