Along with the rapid development of market economy, the state-owned enterprises face greater challenges in development Because of its number of institutional constraints. Although the state-owned enterprises has played a significant role in China's economic development, its can survive and development in the fierce competition depends largely on the state-owned enterprises to adapt to external environment changes and make timely and correct response. With regards to this, the state-owned enterprises to understand the current state of their own as soon as possible, adjust the enterprise's development strategy, and determine the correct direction of development to adapt to internal and external environmental changes, so as to realize the sustainable and healthy development of enterprises, this is very important to the development of state-owned enterprises. Based on this, in order to seek the direction of the company's development, the authors take HB Company for example in this paper, to study the business development strategy. With a view to the development of state-owned enterprises play a role in learning.First of all, the authors studied the theory of enterprise's development strategy. On this basis, with HB Company's development history and current status, to further study the development trend of the material trade industry at home and abroad, and make use of PEST analysis, Porter's Five Forces Model, VRIO analysis, SWOT analysis, etc, to analyze and study the HB Company's internal and external environment, finally, the author worked out the company's sustainable development strategy. The HB Company's development strategy should be to based on the basic conditions for the present, maintain solid growth in the existing business at the same time, and full use of the state's industrial policy, ultimately, go to the political and geopolitical advantages into competitive advantages for the company. Furthermore, the enterprises should be deepen the reform of management and service innovation, build great service management concepts and thus improve the company's core competitiveness, strengthen the business development of qualified personnel, inherit and develop the corporate culture and thus improve the company's brand radiation. Moreover, the author conducted a feasibility study on implementation of the strategy, to provide effective strategic program from a practical value for the company's development.
