Research On The Development Strategy Of Investment Z State-owned Enterprises In Zhaotong City, Yunnan

A city-owned investment-oriented state-owned enterprise that is essentially equivalent to a financing platform has flourished over the past decade,it has made tremendous contributions to the local economic and social development.However,with the entry of China’s economy into the new normal and the peak of local government debt repayment,the state’s supervision of the financing platform has become increasingly fierce,and hidden dangers such as the break of the capital chain of the platform companies have gradually emerged.Coupled with the shortcomings of institutional mechanisms such as managers dissimilation and imperfect corporate governance structure,ect.the original development model of platform companies cannot be sustained,and a fundamental development strategic change is urgently needed.This paper takes the investment-oriented Z state-owned enterprise in Zhaotong City,Yunnan Province as the research object,by using the strategic management analysis tools such as PEST,Michael Porter’s Five Forces Model and SWOT,this paper analyze and evaluate the strategic environment of typical financing platform companies in this underdeveloped western region from the perspectives of internal and external environment,and then deduces the development strategic mode of the Z company,and put forward operational policy recommendations to ensure the implementation of Z company’s development strategy.The research route of this paper is by using SWOT to analysis Z company internal environment has resulted in weak internal integrated management,concentrated operational risks,and the need to find new profit growth points and the government’s administrative resources;by using PEST and Porter’s five-force model to analyze the external macro environment of Z company,it is concluded that the external state control is becoming more stringent,the industry profit space is smaller,the original development model is not sustainable,and the national macro policy is beneficial to local economic development,Some local industrial resources have high endowments but low levels of development;Then we could draw the development strategy direction and goals,and the four quadrants are developed in the SWOT matrix.Then we also know that the current development strategy for Z company is “multi-business strategy”.Finally,the corresponding safeguard measures are proposed for the implementation stage of Z company’s new development strategy.
