In the 21century, enterprise's development will be facing a bigger competition; this kind of competition will be talented person's competition, the management competition. In the formulation and in the implementation enterprise strategy key activity, human resources management, especially staff training is core management. Therefore, how the enterprise does implement the more effective resources, constructs the core competitive ability, promotes the staff to train the quality, the design and implementation adaption enterprise strategy development request training has become the key question which the human resources department must solve.Training has been a major part in human resources management. It aims at employees'mastery of the emphasized knowledge, technology and conceptions as well as the application of them in everyday work, which will eventually help realize the strategic goal for enterprises and the mutual development of both enterprises and individuals. The faultless system for training management will enable systemic, normative and automatic training and therefore the purpose of improving the effectiveness of training management in enterprises can be achieved. The paper, based on the present situation of training in Electronics Ltd in the field of aerospace, researches and develops the training management system with the hope of assisting the practice of training management for enterprises so as to enhance its competitive power to a certain degree.By referring to the present documentation and taking into consideration the current situation of training in Electronics Ltd in the field of aerospace, the paper aims at designing and developing the system for training management. The system mainly consists of such modules as requirements for training, resource management for training and historical documents for training. Through the system for training management, enterprises are able to work out the training plan in regard with the position, requirement and development for every in-service personnel according to the practical status and specific position of them. Meanwhile, the issues such as the personnel's degree of satisfaction will be recorded and summarized so as to improve the over-all quality for trainings in enterprises, which will in turn realize the dynamic integration of personnel training and strategic management. It raises personnel training to a strategic status and guides personnel behavior to strategic directions, keeping the goals of personnel, departments and organization in line. Through some proper training inspirations, it will stimulate the enthusiasm in personnel to strive for goals and eventually realize the strategic goal of enterprises and the mutual development of both enterprises and individuals.
