New Industrialization In The Development Of Comprehensive Evaluation And Countermeasures

As our country's old and important industrial base, the largest economic center in the western region, Chongqing plays an great important role in the country's economic development. Especially since 1997, the Chongqing municipal government has emphasized industrial development and set the strategy of"industrialization renews the city". With this continuous drive for the industrial development, Chongqing's industry, on the whole, takes on a good tendency of"high speed, high quality and low energy consumption".With the development of industrialization, Chongqing is still entangle with many problems, such as low level of industrialization and technological innovation, overall economic competitiveness is not strong. At the same time, there are the urban and rural dualistic structure, the gradually rising conflicts between economic development and ecological environment, natural resources. Therefore, take the road of new-type industrialization, is to solve the aboved problems in Chongqing, to boost its competitiveness and, ultimately, the only way to develop into the economic center of the Yangtze River.Based on this background, the paper is applied with the theories of industry economics, regional economics and development economics. With the method of theoretical and empirical studies, qualitative and quantitative analysis, the current situation of Chongqing's industrial development was analyzed in detail. Meanwhile, combined with the understanding of the connotation and the characteristics of the new-type industrialization, the paper takes six indicators into account, which include the level of industrialization, industrial efficiency, technological progress and innovation, the degree of information, resources utilization and environmental protection, and utilization of human resources. Based on these indicators, the paper builds the overall evaluation system to measure the development level of Chongqing's new-style industrialization to find the potential problems. And after the analysis of the advantages and problems confronted with the Chongqing's new-type industrialization, several suggestions were put forward for the reference. The suggestions are demonstrated as the following: the dualistic structure change of urban and rural, industrial structure adjustment and optimization, in-depth advance of information projects, improvement of resource allocation efficiency, science and technological innovation system's creation, investment and management in human resources, and development of circulation economy.
