BC Research Institute is a state-level scientific research institute. It uses a matrix organizational structure featuring centralized policies and diversified operation in the research & development process of its pre-research projects. The advantages of the organizational structure is that when the pre-research projects are heavily overlapped and the task is very onerous, various resources can be deployed in a centralized way, technological advantages can be pulled together to focus on key tasks, the combination of vertical connection and horizontal connection in the organization can be achieved, specialty barrier can be broken down by division of labor among all functional departments to realize mobility and flexibility of resource allocation and to ensure smooth completion of pre-research projects. But this kind of organizational structure has its inevitable disadvantages. This sets a high challenge for leaders and managers of pre-research projects of BC Research Institute. Other problems may arise in communication management, such as lack of clarity, personality conflict, aimless agreement, uncertain results, contradictory objectives, resulting in high time cost, delay of research & development of pre-research projects and low efficiency,sometimes even leading to failed acceptance of the projects. In view of this, The BC Research Institute is faced with the task of strengthening effective information transmission and improving efficiency and effectiveness of communication in its communication management for pre-research projects.This article makes a study on the communication management in the pre-research project of the BC Research Institute. Communication management can not only improve internal work environment, but can facilitate realization of overall strategy of an enterprise and integration of enterprise resources. It explores the existing problems arising, in communication management for the pre-research project of the institute, and aims to redesign the communication management utilizing relevant theories so as to ensure effective communication of the pre-research project management and smooth accomplishment of the project in the BC Research Institute.The basic idea of the article follows the process of "Raise question-analyze question-solve question". The article is divided into six chapters. The first chapter is introduction that raises the question, introduce the implication and aim of the topic, and state the study strategy and subject; the second chapter is an overview of basic theories:It first introduces relevant theories on pre-research projects, then discuss on relevant theories on communication and communication management; the third chapter describes the basic conditions of current pre-research projects of the institute, analyze the current situations of its internal communication and external communication, and the factors affecting internal and external communications; the forth chapter makes an analysis of communication requirement and its roles for the pre-research projects; the fifth chapter aims to build an effective communication management system for the existing problems of the pre-research projects, which includes process design for communication management and channel design for communication; the sixth chapter studies communication management of the pre-research projects of the institute and sum up experiences or useful points.In the paper, it has mainly dealt with the improvement and redesigning of the theory-integrating-practice method adopted in the communication management by the BC research institute for its pre-research projects, in consideration of the problems existing in the communication management of the pre-research projects, the complexity, diversity and practicality in the pre-research projects, and the analysis and discussions concerning the pre-research projects, communication management processes and channels of the BC research institute.
