National defense scientific research and development project is the military unit of the national defense build-up to manufacture weapons and equipment-based projects. The implementation and completion of defense research project, is a huge systematic project, requesting military research units continuously to improve their project management capabilities, especially on defense during the progress of development projects, funding and quality of scientific planning, organize, coordination and control.Project management as an important branch of management science, its implementation of the project provides an effective form of organization to improve the use of various resources to plan, organize, and control methods. Modern project management is generated from the need of a large defense project implementation and management, which integrates modern science and technology and management thinking of a set of management tools and management methods. It has become a national defense project management model developed for the building of national defense that can not be underestimated role in the management practices and have made great achievements.A Research Institute is a military research and development unit more than 50 years. Almost all defense products, mainly military optical equipments, especially in optical equipments of the development, production, installation and service in the areas of our great military optoelectronic position. Defense in the ongoing scientific research, and production process, A is not only a large number of properties developed advanced optical products, which has accumulated a solid technical strength and core technology, but also to train a large number of enterprise talents.Along with the reform of the defense industry deepening, the policy on military research units is continuously adjusted, and the national macro-environment, user behavior, military group operating mechanism and mode of operation have undergone major changes, and the national defense develops and introduces market competition mechanism Equipment Acquisition. A Research Institute of the original traditional system is gradually adapted to new environmental requirements. The problems of the organizational structure, content development, progress, communication, quality, cost, personnel and overall management of appeared more, resulting in inefficient, inconsistent quality and delay the progress of scientific research, funding overruns and so on. Since 2001, A Research Institute plans to introduce an effective management method to improve the original scientific research system, through a number of defense research project management practices, and according to A and its own characteristics, it optimizes the functions of project management experiences, and improves project management capacity. However, the progress in project management, quality, cost management still has a problem. In this paper, taking Institute A research project undertaken IRCD defense as an example, focuses on the progress of the project management, quality, cost and risk aspects in the hope to play a positive role in improving the management level of defense research project of Institute A and provide some reference for other defense research project.This paper is divided into five chapters:Chapter one introduces the research background, domestic and international defense project management status and trends, purpose and significance of this study, and the use of theoretical tools and research methods, content and ideas.ChapterⅡis the theory of project management. It illustrates the basic theory of project management and describes the characteristics of national defense research project management, and its process.ChapterⅢA Research Institute project by the IRCD defense to the IRCD A study of national defense research projects. It outlines the project objectives, the preparation of project schedule, control processes, quality assurance and control, and review of complex calculations. Technical condition is more closed-loop management of funds management processes and financial control.ChapterⅣA Research Institute research project run by the IRCD in defense issues and improvements. The progress of the operation for project management, funding, quality, risks of problems in-depth research, gives some recommendations and action steps.Chapter of conclusions hopes to play a positive role in improving the management level of defense research project of Institute A and provide some reference for other defense research project.
