In the early1990s, because of the oil shocks of previous decades, Europe experienced a decline in economic growth, and increase in unemployment. Therefore, to address the growing unemployment problem, the EU started European Employment Strategy (EES) in the mid-90s. The EES was initiated by the Delors White Paper, made operational by the Essen procedure, formalized within the employment chapter of the Amsterdam Treaty and put into practice before the official implementation of the Treaty on the basis of the employment guidelines of the Luxembourg summit. While to some extent it displays continuity with earlier Europ- ean social policy, in some respects it represents a qualitative break.The thesis is divided by six parts.Part 1 narrates the paper's research problem, the origin and significance of the research, theoretical basis, research method, research design, and creative points. And this part detailedly generalizes and evaluates domestic and international studies about the employment problem of EU.Part 2 outlines the EES strategy by phases, and analyzes the introduction of the Employment Strategy and the process of it in detail. The EES was first proposed in 1950s. In 1970s and 1980s, a lot of attention had been paid to the strategy, and a lot of trial and research had been done. And it was greatly developed in 1990s.Part 3 is the core of this article. Based on the analysis of structural characteristics of unemployment in the EU and the status of youth unemployment, the focus of this study was put on: what kinds of measures the EU has taken to promote employment, and to alleviate unemployment. To this end, at the EU level, a series of project planning was made out, and became actual implementation of policies for Member States practice.Part 4 mainly evaluates the performance assessment of the EES. Overall the EES has achieved significant results, even though on the other hand there are some problems.It Part 5 through the analysis of the EES, and by combining with the actual circumstance of our country, the paper puts forward some experience which can provide our country some useful experience.Part 6 is the conclusion of the paper .It also reveals the direction of this topic.
