China's economic development over the years also shows that, where economic development is most active, fastest growing region, the rapid development of industrial cluster can also be observed.Hulunbeir City is located in northeastern Inner Mongolia, which has vast area and is rich in resources. Since it relies on the geographical advantage of the city, as well as the rich resources of the development of industry, It has established the leading position of industrial economic development in the city. It treats the expansion of the total industry to accelerate the process of industrialization as an economic work of the core tasks.At present, it coincides with the period of strategic opportunity. When the policy of development of western regions and revitalizing the northeast old industrial base is implemented. Hulunbeier City has achieved substantial breakthroughs in coal chemical industry, nonferrous metals, agricultural products processing, dairy products, wood processing, power, tourism and other industries. Especially with the start of national strategy of revitalizing northeast old industrial bases, Hulunbeier markets outside the urban environment became active. And thus it has formed Hulunbeier's several leading industries such as heavy industry characterized by the development of coal chemical industry, petroleum, mineral resources, as well as dairy products manufacturing and timber processing industry, etc. These industrial clusters'dominance role of the economy has become increasingly evident. They formed the core of a sustainable development and competitiveness of the backbone of industrial system in Hulunbeir City.Industry cluster development is the main driving force of Hulunbeir to achieve the goal of industrialization. Industrial clusters must be used to enhance the competitiveness of the region, to create another economic growth pole in Inner Mongolia. Therefore, by the in-depth study of the industrial cluster development in the road to industrialization in Hulunbeir, the author try to put forward some constructive ideas for the healthy development of industry cluster in Hulunbeir. The significance of this paper is that so far there is no systematic study of this subject. Moreover, as a graduate of the Minzu University of China, it is significant to examine the economic development in ethnic minority areas and solve some practical problems.This paper is divided into four chapters. The first two chapters showed the purpose and significance of the research, as well as the research ideas and methods. The third chapter of paper made an analysis of the status quo of the development of industrial clusters in Hulunbeir. In this chapter, through the calculation of location quotient in Hulunbeir, the author defined seven industrial clusters as the leading industrial clusters of Hulunbeir city. The final chapter put forward the idea of industrial clusters and strategies, as well as corresponding measures of the development of industrial clusters in Hulunbeir city.
