Resource information management is one of the most important subjects in present science and technology fields. Mineral resources are an important part of national land resources, therefore, in order to promote rational development and utilizition the mineral resources it's very significant to establish mineral resources management system by applying modern information technologies. Geographic Information System (GIS) is a comprehensive information technology capable to store, manage, analyze and display spatial data, and its powerful spatial query and spatial analysis function have been widely used in both natural and social sciences, especially in the field of the national resources management. Based on GIS software platform, the design and development of the mineral resources management system of Liaoning Province were investigated, and the informationization method of the mineral resources management was studied theoretically and practically.Based on system analysis of key techonologies, a general analysis and design for the system had been carried out. Spatial databases combined with graphic databases and attribute databases were estabilished with ArcSDE, which is a database engine developed by the Environmental Systems Research Institute (ESRI), USA. The interior table of the graphic database and the outside table of the attribute database is linked by the key fields using ArcSDE. The graphic data together with the attribute data, can be stored, processed and analyzed in accordance, and the management of exsited resources data of the mining area can be implemented with the developed information management system. Based on ArcObjects component library, ArcSDE, Oracle9i and Visual Basic expansion of combining development mode, the subsystem for conversion of data and the integrated subsystem which is based on the ArcMap data platform for the planning and management were developed. At the same time, based on the services of ArcSDE and ArcIMS and using ASP.NET Web development tools and JavaScript scripting language tools, the Web Publishing subsystem which was based on browser/server mode was developed.Based on the existed geological data and management information in Liaoning province, "Liaoning Province Mineral Resources Planning and Management System" was developed in provincial, municipal, and county levels.The developed system can support the functions of minernal recources management, data maintenance, data update, data share and data publishing, integrated data query, statistical analysis, report generation, data mapping, and other performances. The development of the system can afford to meet the need of the mineral resources planning and management, the day-to-day office, assistant decision-making, social sharing of information and services, meanwhile, it can give full play to the basic and public service roles of land and natural resources.
