Facing the fast development situation, how to guide the land transfer correctly, how to maintain farmer's benefit of land contracting right and transfer right and how to maintain legitimate order advancement of land transfer become an important institutional innovations domain of all levels of the government.The key of land transfer is that it not only concludes the formation of land contract and change management of contract, but also concludes the change of spatial data that the location, land division and merging, area and attribute data that land quality, grade, and it also concludes social issues as a result of transfer. Land transfer has the feature of lots of data, high accuracy requirement, complicated procedures and frequently change. The traditional manual management and Management Information System cannot meet its needs. But to master the change and the situation of land resource supply and demand, to solve the social conflicts, to safeguard the interests of both sides, to control the land use is very important. So designing a Land Transfer Information System has very important practical significance.This paper analyzes the present situation of land information system home and abroad first, and then according to the management situation of land transfer of Yang'an and the needs of the management information, conducts detailed system requirements analysis, and discusses several key technologies in detail related to the construction of system, and carefully describes the system architecture, development platform, language and way of development, makes structure and function, designs spatial and attribute database, and finally develops the system, and shows some of the function.The system realizes the land contract and transfer management, and also realizes management of the disputes and left problems. It can publish supply and demand information, policies and regulations. It also can has spatial query, attribute query, thematic map making, decision analysis and other functions. It can effective manage the land ownership and changes in the land transfer and the social problems because of land transfer. It shows the trends of the transfer. It can implement dynamic monitoring and managing, can achieve intelligent analysis, and can aid the main decision-making, fulfilling the scientific information management of land transfer. |
