In the progress of big cities growing up, urbanization process starts to spread to the suburban district for the reasons that some facts such as land and surroundings become restrictions, which causes the urbanization of suburban district. The urbanization of suburban district is a combiner of the inner city's centrifugal force and the suburban district's centripetal force, and it mainly includes two stages:one is construction of the new city, and the other is construction of the new system of cities and towns.The construction of new city is the core in the urbanization of suburban district, and the level of new city determines the level of the urbanization of suburban district. In order to solve the problem of urban-rural integration and totally impel the urbanization, suburban district must build a secondary city center which processes some kind of energy level and radiometric force. However, suburban district has some natural defects in urbanization. Especially in the construction of the new city, market failure would appear. That's why the urbanization of suburban district necessarily chooses the dominant mode of government. Then it will make the object of new city possible.The paper analyzes the dominant mode of government taking the case of Jiading New City. The Jiading government has advantages in gathering resources and making policies. The construction of new city is fast, and so is the achievement. But as the construction moves further, some contradictions and problems such as policy dependent and population leading-in come out, and bring the further development of the new city adverse effects. Quite as much, comparing with the constructions of Songjiang New City and Lingang New City, we can find that "sleeping city" of Songjiang New City and "empty city" of Lingang New City have something to do with the domination of government.So the dominant mode of government in construction of new city must be optimized. According to the different stages in construction of new city, we can build an assessment indicator system to evaluate and reflect the level of new city. The government can modify and optimize role set and dominant actions or areas of itself based on these data, in order to achieve different goals. In addition, the government should pay attention to making the most advantage of the market. Participations positive in construction of new city, enterprises and NGOs will play a good role in supplementing and coordinating with each other, and form the most genuine new city better and faster. It also can open a path to the urbanization of suburban district and urban-rural integration.
