Research On Transformation Of Township Government Functions During Urbanization Of Xiamen City Xiang’an District Xindian Town

Urbanization is the topic which anyone country cannot avoid during the process of modernization, so we must pay great attention to its existence in a dramatic social transformation stage, especially for a big agricultural country. With the development of economic, social and culture, the city has great role in the construction of China’s modernization and has been a strong driving force for promoting the development of economic and culture. Township government plays a vital role in promoting the integrated development of urban and rural areas and in speed up the progress of urbanization. Township governments who are a combination of urban and rural areas and the bridge of urban and rural areas, plays dual role in induce rural production, changes of lifestyle; which not only can promote non-agricultural rural population, but also can coordinate promoting rural industrialization and rural urbanization.The transformation of government functions is the necessary method for promoting the healthy development of Xindian Town, Xiang’an District, Xiamen City. Research on the transformation of Xindian Town’s government functions has lead exemplary role in transformation of government functions during urbanization of Xiamen’s other towns. This paper aims to explore and find effective way to overcome the difficult of structure during the process of urbanization, taking Xindian Town Xiang’an District for example, aiming to provide experience for reference of Xiamen’s other towns. Basing on explaining the purpose and significance of this thesis and reviewing the existing literature at home and abroad, the author of this paper analyzes status quo, the main problems and their causes of Xindian Town’s government functions. Finally, this paper put forward the measures and countermeasures of how to define functions and then positioning the transformation of government functions.This article consists of the following six sections:The first part is an introduction, including the origin, purpose, meaning, content, methods and research lines of this article and so on.The second part is a review of existing literature at home and abroad.The third part analyzes present situation of Xindian Town’s government functions during the process of urbanization. Basing on the introductions of Xindian’s overview, administrative agencies set and urbanization situation, the author of this paper focus on the survey of urbanization in Xiang’an District and its impact on the transformation of government functions. Subsequently, this paper elaborates Xindian Town’s status transformation of government functions, including the requirements according to urbanization, increased restructuring efforts continued in-depth self-construction; committed to Metro construction, accelerate the process of urbanization; the social security system and social assistance system was further improved; environmental security comprehensive management; improve education levels of development and so on.In the fourth part, the main problems and their causes of the transformation of government functions of Xindian Town were analyzed. Since reform and opening-up, in the promoting of Xiang’an District Xindian Town government, urbanization enter the fast growth period:constant growing of the urban population, expanding of cities, increasingly optimization of industrial structure, the steadily increased of public revenue. At the same time, there are some behavioral problems of Xiang’an District Xindian Town government’s behaviors in the process of urbanization, such as backward of service level and management concepts, unclear position of township government function (misplaced, offside, absence);inadequate investment of public facilities; low decision-making capacity, lack of planning science and low quality of township cadres and so on.In the fifth part of this paper, the transformation countermeasures of Xindian Town government functions, including:changes in the concept of governance, building service-oriented township government; clear government function; deepen institutional reforms, building a sound organizational system; changing ways of working, innovative work content; establishment of township government performance evaluation system. In the sixth part, the author of paper describes the research findings and research prospects.
