Since the 18th National Congress of the CPC,the central government has made a series of important instructions,proposals on the reform and development of state-owned enterprises.As the pillar of China’s national economy,the state-owned enterprises play an important part in developing the productive forces of socialist society and accomplishing the state’s industrialization and modernization.The purpose of its reform is to enhance the dynamism of state-owned enterprises and the leverage of the state-owned economy,and finally to promote the sustained,rapid and healthy economic development.With this goal,state-owned enterprises need to explore a complete and long-term performance management.This paper hopes to optimize the performance management of the SZ design institute productive department of Lanzhou New Area,and make it.Firstly,this study studies the definition and content of organizational performance management,the main research methods and tools of performance management in theory;secondly,we regard the SZ design institute productive department of Lanzhou New Area as the object of study,make an in-depth analysis on the status quo of implementation of the performance organization of the SZ design institute productive department of Lanzhou New Area.;thirdly,based on analysing questions and concluding causes,we optimize the performance management of the SZ design institute productive department of Lanzhou New Area in combination with BSC(Balanced Score Card)and key performance indicators;and finally,we propose the corresponding implementation steps and safeguard measures of performance management optimization.It is found that there are five major problems in the current performance management: such as the mismatch between organizational performance management goals and the overall development strategy of the company,incomprehensive assessment indicators,lack of guidance and communication,lack of audit supervision of assessment results and one-sided application of assessment results.Through improving organizational performance index system,optimizing evaluation system,publicizing the performance culture,improving organizational structure,strengthening staff ability training and so on,this paper optimizes the organization performance management of the SZ design institute productive department of Lanzhou New Area to ensure the successful implementation of the follow-up performance management.Optimizing the performance management system of the SZ design institute productive department of Lanzhou New Area is conducive to promote the concerted development between organizational strategy and overall strategy,which offers reference and guidance to the organizational performance management of state-owned enterprises in the process of reform development.
