In the WTO framework, on the one hand, the development of agriculture need subsidies because of their weakness, on the other hand, agricultural subsidies can not have a significant distorted effect on the trade of agricultural products. It has been the focus of attention for all members to seek effective subsidy measures under the framework of WTO. The subsidy in agricultural insurance is in line with the demand of "green box" policy of "Agreement on Agriculture" reached in the Uruguay Round, and it is also necessary to the development of agricultural insurance.As an important tool to spread the risks of agricultural production and a means to support agriculture, agricultural insurance has been adopted by many countries, which has played an important role in the agricultural development. Compared with developed countries, China's agricultural insurance is lack of continuing and effective subsidies, which restricts its development. In academia, despite the discussion of agricultural insurance subsidies is concerned widely, it is mainly concentrated in the necessity and the feasibility of agricultural insurance subsidies from the point of view of the rural economics. The research about an integrated legal system to subsidize agricultural insurance is, however, not enough. In this dissertation, tentative analysis is made to this frontier subject on the basis of present theoretical and practical achievement.The dissertation is divided into four parts:Chapter one: The basic theory of the agricultural insurance subsidies system under the framework of WTO. This chapter introduces and analyzes some conception related to agricultural insurance which is limited to policy insurance. And it analyzes the necessity and feasibility of the subsidy to agricultural insurance.Chapter two: WTO rules and its impact on agricultural insurance subsidy system. This chapter firstly outlines the rules of WTO agriculture subsidy. Then based on the understanding of the basic principles of WTO and the defect analysis of the existing WTO rules, this chapter draws some useful lessons to build China's agricultural insurance subsidy system.Chapter three: the Comparison of the situation of agricultural insurance subsidy of European countries and the United States. Through the introduction and analysis the situation of agricultural insurance subsidies of the United States, Canada and several European countries, using the method of comparative analysis, this chapter concludes their respective characteristics of agricultural insurance subsidies, and gets some inspirations from them.Chapter four: the status quo of China's agricultural insurance subsidy and the construction of the system under the framework of WTO. This chapter introduces the status quo of China's agricultural insurance subsidy and analyzes existing problems. Combined with the lessons and inspirations from chapter two and three, it uses the method of value analysis and puts forward value pursuits of constructing the system of China's agricultural insurance subsidy. Furthermore, it brings forward policy proposals about the setup of the institution, the subsidy content, the subsidy supervision and other aspects. At last, it analyzes the significance of constructing the system.
