The topic of this article studies the problem of governance of common resources from the perspective of shared ideas. These two kinds of models give us some good ideas, it's still insufficient how to combine local knowledge, ideas, etc. With the theory of multi-center expansion of the scope of the study, social norms gradually entered the sight of some scholars, multi-center management is based on the concepts such as cultural factors , which has started to receive attention. Therefore this article attempts to make an analysis of the common resources form the total perspective of the concept of governance, in order to analyze the role of the concept of governance behind the benefits and the system.In this paper, Nan xi example, packets of Nan xi Jiang argues the case for analysis. In order to better analyze the argument, first of all, organize the collection of many Chinese and foreign information, and based on this idea from two of the literature analysis, consider the concept of total neglect are caused by the failure of a total resource management an important factor.
